His relationship with the President of Cyprus Archbishop Makarios had a reached a critical stage as a result of Makarios objective to expel all Greek military personnel from Cyprus and "cypriotise" the National Guard. The USA aware of the possibility of a direct collision in Cyprus warned Ioannides not to proceed to any military move in Cyprus by sending a telegram on June 29 1974 signed by Sisco, under-secretary of State.
