Campaign finance reform has always been a struggle at the national level. After landmark Court Rulings like Buckley v. Valeo and Citizens United V. FEC, which limited the federal government's efforts to keep corporate money out of politics. Some states such as Connecticut and Maine have decided to create their own public financing regimes. These laws allow for state-level candidates to receive public block grants to finance their campaigns as long as they raise no other money and prove they are qualified candidates. The focus of this research is how do these programs work and are they effective at their goals of limiting corporate funds in campaigns, leveling the playing field for candidates who don’t have the money to run on their own, and making elections more competitive. This is a case study comparing the design of the two programs and measuring their strengths and weaknesses. Understanding how these programs work and how they have been challenged in the courts will help develop a better public financing policy. These regimes are not perfect, but they do have an impact on the influence of corporate money and create more competitive elections.
