Book Description: Academic libraries are struggling to meet the demand for journal subscriptions, due in part to the increasing journal prices imposed by commercial publishers and to the inadequacy of library budgets to meet the demands placed upon them by a system supporting an ever increasing volume of research. Whilst there are a number of measures that can be taken by publishers, libraries and academics to improve the provision of scientific publications, the Committees report argues that a Government strategy is urgently needed. Amongst its findings, the Committee recommends that all UK higher education institutions establish institutional repositories for their published output, which can be accessed online free of charge, and that Research Councils and other Government funders mandate their funded researchers to do the same. For the long-term, the Government needs to formulate a strategy on scientific publishing as a matter of urgency, and thereby to act as a proponent for change on the international stage through leading by example.
