Book Description: The U.S. Environmental Protection Agency (EPA) is tasked with creating and implementing policy to protect public health and the environment. Throughout Donald Trump’s presidency, over 100 environmental regulations were relaxed or eliminated. Rolling back protections increases environmental health hazards, especially in communities that already experience an overburden of environmental issues. The Office of Environmental Justice (OEJ) is tasked with implementing programs and reform to include EJ concerns into the EPA’s policy and regulation practices. In this thesis, I draw from theories of Environmental Justice and Treadmill of Production, and use concepts of neoliberalism and regulatory capture to analyze the motivations of the Trump administration and how these changes affect work production in the Environmental Protection Agency. I utilize 31 pre-existing interviews with current and former EPA employees conducted by environmental advocacy group Environmental Data and Governance Initiative. I find that prior to the Trump administration, there was resistance to EJ and EJ-focused employees and a general marginalization of the OEJ. I additionally find that during the Trump administration, politically appointed administrators and supervisors obstructed progress of EJ with their unfamiliarity with EJ projects, decreased budgets for EJ programs, and violated core tenets of EJ. I conclude this research by discussing the implications of stymying EJ projects and programs, and provide current President Biden’s administration suggestions to progress EJ in the future.
