Possible policy changes are assessed in the wider context of the post-Cold War era as well as in the aftermath of the Gulf crisis. Finally, the author examines the impact of varying roles by Iraq and neighboring Iran on regional and sub-regional relations. Some attention is paid to the possible impacts of Arab-Israeli peace on internal politics in key Arab countries.
