This initiative is a requirement imposed by the 1996 Amendments to the Safe Drinking Water Act (SDWA) on all states that wish to receive full funding from the Environmental Protection Agency (EPA) for their drinking water revolving loan programs. Section 1420 of the SDWA specifies five elements that a state must consider when preparing a strategy for helping existing public water systems to improve their TFM capacity."
