Book Description: This thesis highlights the social and economic impact that the Congested Districts Board of Ireland (C.D.B.) made on the West of Ireland from 1891-1923. To date historians have viewed the board purely as a component of the policy of Constructive Unionism but this study contests existing perceptions and treats the board as a separate entity. Chapter one describes the causes of congestion, the definition of the term and the varying degrees of poverty in rural Ireland using evidence from the Baseline Reports of the C.D.B. The strong link between tenant farmers and their uneconomic holdings is highlighted throughout the work but the changing role of women in the rural economy is particularly explored in chapter two, on cottage industry, and in the conclusion. Chapters three and four summarise the condition of fisheries and agriculture in the west prior to the C.D.B. and, through extensive use of C.D.B. annual reports, they provide a detailed account of what the board did to ameliorate conditions in both sectors. Despite the many political, legal and social challenges the C.D.B. faced this study shows that during the period of modernization living standards rose considerably in the west and this was facilitated primarily through C.D.B. aid. Earlier research on the C.D.B. has either been regionally focused, or has only concentrated on one aspect of the board's work during a particular timeframe. This thesis is the first attempt to exploit all of the board's records and account for all its endeavours.
