Book Description: This work plan has been prepared to document the scoping and planning process performed by the US Department of Energy (DOE) to support remedial action activities at the Colonie site. The site is located in eastern New York State in the town of Colonie near the city of Albany. Remedial action of the Colonie site is being planned as part of DOE's Formerly Utilized Sites Remedial Action Program. The DOE is responsible for controlling the release of all radioactive and chemical contaminants from the site. Under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), a remedial investigation/feasibility study (RI/FS) must be prepared to support the decision-making process for evaluating remedial action alternatives. This work plan contains a summary of information known about the site as of January 1988, presents a conceptual site model that identifies potential routes of human exposure to site containments, identifies data gaps, and summarizes the process and proposed studies that will be used to fill the data gaps. In addition, DOE activities must be conducted in compliance with the National Environmental Policy Act (NEPA), which requires consideration of the environmental consequences of a proposed action as part of its decision-making process. This work also describes the approach that will be used to evaluate potential remedial action alternatives and includes a description of the organization, project controls, and task schedules that will be employed to fulfill the requirements of both CERCLA and NEPA. 48 refs., 18 figs., 25 tabs.
