Each department in addition has its own operating procedure that further guide or restrict the use of force. The author also considers tactical issues such as the individual officer's abilities and the technology of available non-lethal weapons. The author examines all use of force incidents in the Savannah Police in detail: --The Savannah program for training officers in the use of force and the reporting procedures for use of force incidents are described --Research methods are presented for the gathering of use of force data --The locations of violent crime and the use of force by the police are correlated (use of force is more likely in parts of the city with a high violent crime rate) --Anecdotal evidence is presented (using the officer's and the citizen's own words) to give a clearer picture of what actually occurred --The officer's assignment is examined (off-duty incidents are also examined) --Race, gender, and age of both officer and subject are considered.
